At a Glance

The purpose of PACSS programs is to develop and implement campaigns that align with Public Act 101-0027 Cannabis Regulation and Tax Act requirements, paying special attention to individuals who are at highest risk of substance use and communities disproportionately impacted by the war on drugs. These education campaigns should aim to prevent or delay initial substance use, reduce, prevent, or delay the misuse of substances, minimize stigma associated with substance use disorder (SUD), treatment, and recovery, and/or reduce harms associated with substance use and misuse, including overdose.
Non-profit, for-profit, and tax-exempt organizations throughout Illinois, particularly in areas disproportionately affected by the opioid crisis, are encouraged to apply.
A total of $9,000,000 is available to be awarded over a period of 3 years to a minimum of 4 organizations. Applicants may apply for up to $3,000,000 per period of performance. The initial period of performance spans 7/1/24-6/30/25.

The NOFO includes all program requirements and terms and conditions related to the award.

Applications are accepted via SurveyMonkey Apply (SMA), an online application platform.

The Budget Workbook must be uploaded as an attachment in the online application.

The Technical Assistance Session is scheduled April 26, 2024 at 10:00 a.m. CST.
