SAFE Subaward Announcement
Advocates for Human Potential (AHP) is pleased to announce the 14 organizations that have been awarded funding for the initial period of performance as Supplies, Access, Facilitation, and Education (SAFE) subrecipients. A total of $12.75 million has been approved to be distributed across 3 years by the Illinois Opioid Remediation Advisory Board (IORAB) for SAFE services in the state of Illinois.
The goal of SAFE programs is to reduce the adverse health, social, and economic consequences of substance use for persons in active use of substances within their community. Subrecipients will accomplish this goal by enhancing and expanding harm reduction services to ensure equitable access across diverse populations in areas hardest hit by the overdose crisis.
The SAFE subrecipients:
AIDS Healthcare Foundation – Comprensión y Apoyo a Latinos en Oposición at Retrovirus (CALOR)
The Los Angeles-based AIDS Healthcare Foundation (AHF) is a global nonprofit organization providing cutting-edge medicine and advocacy to over 2,000,000 people in 47 countries.
Chicago – CALOR provides holistic planning and coordination of health services to Latinos at risk of or living with HIV/AIDS and/or other disabilities, to empower them to live and work in the community.
Vienna – Arrowleaf is a nonprofit human services organization that works to build well-being for Southern Illinoisans throughout their lives. Arrowleaf supports individuals through struggles with depression and anxiety, substance use, parenting, caregiving, education, employment, economic stability, navigating the demands of daily life with a disability, and maintaining independence in older age.
Chicago – The mission of A Safe Haven is to restore hope and opportunity to individuals in crisis by providing treatment, housing, support services, and career pathways. They provide these services as well as case management, comprehensive behavioral health services, job training, and job placement services.
Quincy – Family Guidance Centers, Inc. is a substance use treatment organization offering comprehensive behavioral health programs, including medication-assisted recovery, to individuals with substance use disorders and co-occurring mental health conditions.
Habilitative Systems, Inc. (HSI)
Chicago – HSI is a human service agency utilizing a comprehensive, multi-tiered approach that engages prevention, intervention, treatment, research, and care management to build healthy communities.
Healthcare Alternative Systems (HAS)
Chicago – Healthcare Alternative Systems (HAS) provides a range of programs for substance use, mental health, and family issues, ensuring recovery is accessible to all, regardless of insurance or financial status. Serving nearly 8,000 individuals annually, HAS emphasizes compassion and communal responsibility in its behavioral health approach.
Joshua Olt’s Let’s Talk Foundation
Peoria – JOLT offers harm reduction services including drug checking, recovery navigation, overdose prevention resources, and sexual health testing. JOLT coordinates a post-overdose response team of trained professionals to respond and provide care, as well as conducts street-based outreach to individuals who use drugs and those who perform sex work.
Arlington Heights – Live4Lali works to reduce stigma and prevent substance use disorder among individuals, families, and communities, and minimize the overall health, legal and social harms associated with substance use.
Nicasa Behavioral Health Services, NFP
Round Lake – Nicasa Behavioral Health Services is a behavioral health and social service agency that has been serving the residents of Lake County since 1966.
LaSalle – The Perfectly Flawed Foundation is a grassroots community-based harm reduction and recovery community organization that provides services and support related to substance use, mental health and addiction.
Chicago – Prevention Partnership, Inc. is a minority-governed nonprofit organization located on the West Side of Chicago. Their community-based programs are designed, implemented, and evaluated utilizing the help of community coalitions composed of indigenous residents and organizations.
Proactive Community Services (PCS)
Flossmoor – PCS provides programming that educates and brings awareness to combat social and health disparities. PCS’s aim is to empower individuals and encourage behaviors that promote long-term healthy lifestyles, economic self-sufficiency and independence through individual achievement.
Chicago – Project VIDA is a non-profit organization providing HIV education through street outreach services to area youth. Project VIDA offers free and affordable programs and services for prevention, care, health education, and wellness to ensure that everyone has access to quality programs and services.
Chicago – Street Samaritans works to break the cycles of homelessness and poverty by providing direct outreach and case management to those in need. Ensuring access to vital services like shelter, healthcare, and mental health support, Street Samaritans connect individuals to long-term solutions that restore dignity and empower them to take the next step in their journey.

AHP administers the Regional Care Coordination Agency (RCCA) grant as authorized by CSFA 444-26-3078. This subaward depends on the availability of funding for the Illinois Opioid Remediation State Trust Fund through the Illinois Department of Health Services (IDHS), for the express purpose herein.
